You are quite far from most centers of hf packet activity (EU and NA) but give a try.

Also there are global 30m HF APRS-PACKET QRG 10147.3 USB dial,
where 300bd packet channel have centered audio signal at 2000Hz (1900/2100Hz tones).

BTW why not to use soundcard software modems for packet?
Its much-much superior in receive quality than any 30+ years old TNCs...
And there are few new software data modes also available, that better of generic packet.

Please check your bbs h-address setting, it have duplicate two times call: ZS4ZO.ZS4ZO.FS.ZAF
