ACMAâ€Ös EME Checker Shows RF Exposure Measurement Is Being Taken Seriously

The Australian Communications and Media Authority (ACMA) provides an online EME Checker that allows Australians 
to examine electromagnetic energy measurements taken around selected mobile phone base stations. 
The tool shows measured average EME and compares it with the public exposure limits established by the Australian 
Radiation Protection and Nuclear Safety Agency (ARPANSA). 
It also allows users to compare telecommunications companiesâ€Ö predicted maximum EME levels with measurements 
actually made by ACMA officers in the field.

What makes the program particularly interesting to radio amateurs is the seriousness of the measurement process. 
The ACMA uses three approaches: measuring cumulative environmental EME, comparing measured maximum levels against 
carrier predictions, and specifically measuring 5G beamformed signals. 
Field measurements use calibrated selective radiation measurement equipment and band-specific probes, 
with measurements conducted against recognised Australian and international standards. 
The ACMA says its ongoing program aims to measure around 130 telecommunications sites nationally each year, 
including both new locations and sites previously measured.

While the EME Checker is primarily concerned with mobile telecommunications infrastructure rather than 
amateur stations, it is relevant to amateur radio because it demonstrates the regulatory approach being applied 
to RF electromagnetic energy exposure and compliance. 
Amateur operators are also required to understand and manage EME exposure from their stations. 
The ACMA program shows that EME is not merely a theoretical calculation or paperwork exercise. 
The regulator is undertaking site audits, measurement studies and real-world field measurements to confirm 
compliance with the ARPANSA limits.

For amateurs operating increased power, high-gain antennas, VHF/UHF/microwave systems or stations where antennas 
are close to areas accessible to people, it is a useful reminder of why proper EME assessment matters. 
The ACMAâ€Ös EME Checker also provides an interesting technical resource for anyone interested in RF field strength 
measurement and how predicted exposure levels compare with measurements in the real world. 
Humans may not be able to see RF, but apparently the regulator has brought a calibrated field-strength meter 
just to make sure everyone behaves.
