The reason why axip/axudp nodes should never EVER be set with a quality of 203
is with the INP3/Node clould of 1,000 nodes - most of them ghosted those on
RF would end up having a duty cycle on their transmitters over 80%! This is
extremely -horrible- operator practice at best. Users would be denied access
to a packet network (thus thinking packet does not work) and with most of
the nodes being relayed not being connectable or even in existance anymore
also gives off the false perception that packet does NOT work. Why rebroadcast
nodes that aren't reachable? That violates the whole idealism of networking
to begin with.

RF links should have a quality of 203, wired protocol links no higher than
51 both with a minqual of 50. 

Of course, there's guys who run RF links as if they're on their own lans
so who am I to say...
