Actually this is not at all true. There are two levels of security
set by the sysop for Protus:
1 - Global config
2 - User config

The sysop can set their global configuration to be fully open without
a password required, request a password, force bbs only mode, or be
completely closed to all connections.

This setting may be over written by individual user configurations within
the user.prt file so for example if a sysop wishes to lock out all but
exclude bbs forwarding partners on a specific interface (port) they may
allow a user on that frequency by adding them into the users.prt - and
they may or may not request a password. This is the sysop's option as
to force passwords on users or not.

It also has the option of limiting concurrent connections to a set limit,
which is a nice feature!
