the header like:

is something special from bcm and thebox or even dp-box.
At closer look this information is redundant and explains the absense
of them within FBB or BQP.
Nethertheless BCM had trouble before version 1.07b13 if following two
conditions are met:
- missing this header __AND__
- the first line of the content begins with a keyword like "from" __AND__
- this first line is longer than 257 byte.
all these conditions were present on this special bulletin.
But as told before, i've fixed this in version upon 1.07b13
