The purpose of a TO: field for a bulletin is twofold. First is the topic group
that is before the @ (WX, SYSOP, PACKET, ALL, TEST, etc) and the second is the
part of the world that the message is intended for after the @ (WW, LUNET, USA,
GBR, etc). Obviously, a message intended only for users in Great Britain (@GBR)
should not be addressed to @WW or even forwarded to stations not in the UK.
The same goes for the topic before the @ symbol. If the intention is for one
topic (WLNET@) then don't change it to something else. The reason is because
there are systems that have sorting scripts based on the data on either side
of the @ symbol. Message areas on a particular system or forwarding to some
partners rely on this sorting being properly done.
