6O3T ---> The 6O3T DXpedition has been cancelled. "The whole team is in good
health", they posted to Facebook on 22 September, "although mentally very
stressed by the definitely traumatic experience that happened to us, al-
though all precautions had been implemented. As soon as each operator has
arrived home, it will be our pleasure/duty to share with the whole ham radio
community, our terrible experience in a land where no one is in charge, but
at the same time everyone has a say": https://www.facebook.com/Dxexplorernet

ARRL SYSTEMS SERVICE DISRUPTION ---> The following is excerpted from a
longer update posted on the ARRL website on 25 September.
"Two major systems that have not been returned to service include DXCC and
our accounting system. Most other systems have returned to full service, and
we are working to clean up the stragglers.
* DXCC SYSTEM
Our DXCC software was written some 20 years ago. Although an attempt was
made 8 years ago to reprogram it to function in a newer environment, that
effort was unsuccessful, so the old system remains running today. The
complication with bringing it back to service is that it runs on an older
version of Windows that is not supported, and more importantly, we cannot
purchase adequate protection to return it to service on an internet-based
  network.
We have created an air-gapped network to run the system on and have it
operating in a test, using a different method for connecting it to Logbook
of The World and online DXCC - the web service that runs the online DXCC
application. This configuration is being tested and we expect it can go
into production soon. We will work to process the backlog as quickly as
  possible.
* NEW DXCC?
There were statements made by an ARRL Director about work on a new DXCC
system. That is not factual. While we have ideas for merging DXCC and
LoTW into a single ARRL Radiosport platform, this concept has not been
fully spec'd out or put into development.
We appreciate your continued patience and understanding".

CQ WORLD WIDE DX CONTEST: POLICY CHANGE ---> "As you may be aware, it has
been the policy of CQ magazine for over two years to eliminate awards
eligibility for Russian and Belarus entries in all CQ sponsored events. This
requirement was never incorporated into the rules for any of the WW
contests; it was limited to a simple policy statement.
What is most notable at this time, is that the WW contests are one of the
few competitions still maintaining this position (or similar). As a result,
and after consultation with our WW Contest Directors and WWROF leadership,
we will be changing the current policy, effective immediately, and returning
all of our contests to normal operation.
This change will take effect with the WW RTTY contest this weekend (28-29
September 2024), and all other WW contests going forward". This announcement
was posted to the CQ WW Blog (https://cqww.com/blog/) on 25 September.

ENIGMA RELOADED ---> The 8th "Enigma Reloaded" event will take place from
27 September to 5 October. Complete information on the event and the
associated award is available at https://www.enigma-reloaded.it/.

OCEANIA DX CONTEST ---> The 79th edition of the Oceania DX Contest will take
place on 5-6 October (SSB) and 12-13 October (CW). Both events will start at
06.00 UTC on Saturday, and end at 06:00 UTC on Sunday. Complete details can
be found at https://www.oceaniadxcontest.com/.

OPDX BULLETINS COLLECTION ---> All of the OPDX Bulletins, from 1 March 1991
(DX Bulletin No. 001) to 31 October 2022 (DX Bulletin No. 1586) have been
archived at the Digital Library of Amateur Radio & Communications (DLARC), a
project of the Internet Archive. The entire collection is now available for
viewing at https://archive.org/details/ohio-penn-dx-bulletin.

RI42SP ---> Oleg, RD1A is participating in the North Pole-42 expedition to
the Arctic onboard the "Severny Polyus" ("North Pole"), a large self-
propelled drifting research vessel replacing the drifting ice stations built
on ice floes. In his spare time he will operate CW, SSB and digital modes
starting on 5 October. QSL via Club Log's OQRS, or via RN3RQ. During the 20
months of the North Pole-41 expedition (September 2022-May 2024), Oleg ended
up using three different callsigns (R41POL, RI0SP and RI0POL).

VE3LYC'S IOTA BOOK ---> "Dream Big and Dare to Fail", the DXpedition book
authored by Cezar Trifu (VE3LYC), sold out in July 2023. "In view of the
requests received from various hams", however, he has decided to order one
more small run, and the book (240 pages, full color, with 516 illustrations)
is once again available: https://ve3lyc-book.weebly.com.

+ SILENT KEY + Vasanth Guruge, 4S7VG passed away on 14 September at the age
of 70. "He was a passionate and dedicated amateur radio operator, who
actively engaged in the hobby until very recently", the Radio Society of Sri
Lanka said. "Vasanth received his license in the mid-1970s and quickly
established himself as a prominent DXer. His involvement with radio went
beyond personal achievements; he played a pivotal role in major projects
that benefited the entire Sri Lankan community. Vasanth served as President
of the RSSL from 2005 to 2007 and again in 2015-16. During his leadership,
he spearheaded numerous initiatives that strengthened the society and
expanded its reach within the amateur radio community".
